The implementation of ATCUD – the Tax Authority’s Single Document Code – comes into force in 2023. This measure had already been announced in 2019 to come into force in 2020. The Covid-19 pandemic, the rejection of the State Budget for 2022 and the fall of the XXII constitutional government postponed the decision until January 2023.

What is ATCUD and what is its purpose?

The ATCUD is a unique code made up of the series validation code and the sequential number of the document within the series, assigned by the Tax Authority. This series validation code is made up of a minimum of eight characters and will make it possible to identify a document regardless of who issues it, its type or the series used. This measure was born out of the provisions of Decree-Law 28/2019, which introduces innovative aspects in invoicing.

 

The use of ATCUD is intended to simplify the communication of invoices and speed up the process of defining deductible expenses in the IRS. In this way, there is greater security and transparency for both the merchant and the customer. ATCUD thus becomes another tool in the fight against tax fraud and evasion, along with the use of the QR Code, which will be mandatory from January 2023.
